Pakistan unveils four-year Hajj policy for 2027-2030

ISLAMABAD: Pakistan has introduced its first-ever four-year Hajj policy for 2027–2030, marking a major shift towards digital governance, transparency, and improved services for pilgrims. Federal Minister for Religious Affairs Sardar Muhammad Yousuf announced the landmark policy in Islamabad, describing it as the beginning of long-term reforms that will modernise Hajj management and enhance the overall pilgrimage experience for millions of Pakistanis.

One of the most significant features of the new Pakistan Hajj Policy is the introduction of a four-year Hajj registration and waiting list system. For the first time, intending pilgrims will be able to choose their preferred Hajj year in advance by registering early. Applicants will only need to deposit an estimated 10 percent of the expected Hajj expenses during registration, making it easier for families to plan their pilgrimage years ahead.

The minister said pilgrims will be selected through a fully transparent "first come, first served" digital waiting list, eliminating uncertainty and ensuring fairness throughout the selection process. The government believes the new digital registration system will simplify applications and reduce administrative delays.

Under the policy, the Hajj quota distribution between government and private schemes will remain unchanged at 60 percent for the Government Hajj Scheme and 40 percent for private Hajj operators from 2027 to 2030 unless revised by the federal cabinet. The government also plans to gradually shift from directly managing Hajj operations to serving as a regulator, monitor, and quality assurance authority while increasing private sector participation.

To improve facilities and reduce operational costs, Pakistan will be able to sign three to four-year contracts for accommodation, transport, catering, air travel, and cargo services. Officials believe these long-term agreements will ensure better service quality and greater financial efficiency.

The new framework also introduces complete digital management of Hajj operations. Every stage, including registration, payments, monitoring, grievance redressal, auditing, and post-Hajj evaluations, will be conducted through modern digital platforms. All private Hajj companies will be required to use the Private Hajj Management Portal (PHMP), while Hajj payments will only be accepted through government-designated banking channels to ensure transparency and financial security.

The policy also promises greater accountability by introducing independent third-party evaluations of both public and private Hajj arrangements. Registration and monitoring of private Hajj operators will be based on service quality and compliance with official standards rather than quota allocation alone.

Pilgrim welfare has also been given priority. The government will introduce multiple Hajj packages with varying durations, allowing applicants to choose options that best suit their needs and budgets. Any remaining Hajj funds after the completion of operations will be refunded to pilgrims.

Additionally, the Hajj Protector Scheme will continue to provide financial assistance in cases of death, accidents, or emergency evacuations during the pilgrimage. The policy also includes enhanced pilgrim training covering Hajj rituals, mobile applications, health guidance, emergency response, and Saudi laws.

An emergency management system and dedicated response teams will also be established to handle unexpected situations during Hajj. According to the Religious Affairs Ministry, the new four-year Hajj policy aligns with Saudi Vision 2030 and international best practices, ensuring better planning, digital governance, transparency, and world-class services for Pakistani pilgrims in the years ahead.
