FBR blocks change of tax numbers for industrial utility connections

ISLAMABAD: The Federal Board of Revenue (FBR) has prohibited electricity and gas distribution companies (Discos and GASCOs) from changing National Tax Numbers (NTNs) or Sales Tax Registration Numbers (STRNs) on industrial connections without prior approval from the Commissioner Inland Revenue.

According to Sales Tax Circular No. 3 of 2025 issued on Wednesday, the FBR introduced a Standard Operating Procedure (SOP) to tighten control over tax registration changes linked to industrial power and gas connections.

Under the new policy, any registered person seeking a change in NTN or STRN must apply directly to the concerned Commissioner-IR. The Commissioner will verify all submitted particulars, including physical inspection of the business premises. Only after full verification and written approval will the concerned Disco or GASCO be permitted to update the tax details on utility bills.

The move aims to prevent misuse of tax registrations, enhance transparency, and strengthen revenue monitoring within the industrial sector.

FBR said the decision ensures better coordination between tax authorities and utility providers, minimizing potential tax evasion and improving compliance with national tax regulations.
