ISLAMABAD: Federal Board of Revenue (FBR) Chairman Rashid Langrial has assured traders that those who cannot afford the Point of Sale (POS) system will be facilitated and that no harassment of traders will be tolerated.
The assurance came during a meeting with a delegation of traders led by Central Organisation of Traders Pakistan President Kashif Chaudhry. Inland Revenue Member Zubair Bilal and other senior officials were also present.
During the discussion, Kashif Chaudhry highlighted the difficulties being faced by traders, particularly allegations of harassment by tax officials and the growing burden on small businesses due to the mandatory POS system. He noted that while the system was initially introduced for local and international brands and chain stores—many of which already have digital infrastructure, trained staff, and backup power—smaller traders operating within these markets face serious challenges in implementation.
Chaudhry said the enforcement of the POS system has increased operational expenses for small shopkeepers and led to excessive penalties, shop sealings, and undue interference in the name of documentation. He added that raids conducted with heavy official presence create fear and distress, giving traders the impression of hostile operations.
He further alleged that notices were being issued arbitrarily, with unequal treatment of traders, leading to claims of intimidation and coercion.
In response, Chairman Langrial reaffirmed that traders’ concerns would be addressed. He pledged strict action against any official found involved in harassment, blackmail, or corruption, including suspension from service. He also clarified that traders unable to bear the cost of the POS system would not be compelled to install it and stressed that future decisions would be made in consultation with trader bodies to build trust.
