ISLAMABAD: The Federal Board of Revenue (FBR) has issued a directive requiring a wide range of businesses and service providers to integrate their operations with its digital tax system within one week.

According to the newly released notification, all registered shops must link their operations to the FBR’s system within seven days. Businesses using point-of-sale (POS) machines are required to ensure full integration with the authority’s digital network, making electronic reporting of transactions compulsory.

The directive extends beyond retail outlets to include hotels, guest houses, marriage halls and clubs, as well as inter-city transport operators, courier companies and cargo services. Beauty parlours, slimming centres, massage facilities and cosmetic clinics have also been instructed to complete registration and system integration.

Healthcare-related businesses fall under the same requirement. Hair transplant centres, private and dental clinics, plastic surgeons, laboratories, diagnostic centres, X-ray facilities and veterinary services must connect to the tax system. Private hospitals and independent consultants are also included.

Recreational facilities such as health clubs, swimming pools, fitness centres and multi-purpose clubs are covered under the order. Specific institutions named for compliance include Karachi Gymkhana, Royal Palm Golf and Country Club, Chenab Club, Islamabad Club and Lahore Gymkhana.

Professional service providers, including chartered accountancy firms and cost and management consultants, must also comply with the new rules. Manufacturers operating retail outlets, wholesalers engaged in retail trade and importers involved in retail activities are included in the directive.

Educational institutions charging monthly fees of Rs1,000 or more — including schools, colleges, training centres and universities — have also been brought under the compliance framework.

The notification states that integration under Section 33 of the Income Tax law will be a mandatory condition for business operations, and relevant entities must install POS systems. Under Section 33B, the FBR is authorised to request up to one month of CCTV footage from registered businesses when required.

Officials say the measure is part of broader efforts to document economic activity and strengthen tax compliance across various sectors.
