Sindh cabinet greenlights digital reforms to streamline business registration

KARACHI: The Sindh cabinet on Tuesday approved a set of digital reforms aimed at simplifying business registration procedures and improving the ease of doing business across the province.

Sindh Chief Minister Syed Murad Ali Shah said the introduction of online notices and an e-licensing system would significantly reduce procedural delays and facilitate businesses.

As part of the reforms, the Sindh Labour Department proposed amendments to existing industrial laws to modernise the regulatory framework. The cabinet endorsed the proposed changes and recommended that the amendments be presented before the Sindh Assembly for formal approval.

A key feature of the reform package is the launch of an e-licensing portal integrating 16 government departments. The system will issue automated provisional certificates for shops and factories, aiming to minimise bureaucratic hurdles and improve transparency.

Separately, the provincial government made pre-licence driving training mandatory for all new driving licence applicants. The decision was taken during the 50th meeting of the Public-Private Partnership (PPP) Policy Board chaired by Chief Minister Murad Ali Shah.

During the meeting, the board approved several development projects in the education, transport and tourism sectors.

In a move to enhance road safety, professional driving standards and overseas employment opportunities, the board also approved the establishment of Heavy Transport Vehicle (HTV) and Light Transport Vehicle (LTV) driver training schools across Sindh under a public-private partnership framework.

Under the Motor Vehicles (Amendment) Act, 2025, pre-licensing training has been made compulsory for HTV and LTV applicants. Licensing authorities will only process applications after candidates complete certified training from recognised institutions.
