Under Sales Tax General Order No. 30 of 2026, issued on Monday, the FBR extended electronic monitoring requirements to loose, opened and non-bale fibres, including cotton, polyester, viscose, wool and acrylic.
The directive supplements an earlier order issued in November 2025, which introduced surveillance of cotton bales.
Cameras must be installed at hopper bale openers, blending feeders, blow room lines, waste recycling units and fibre mixing areas. The systems must use video analytics solutions supplied by FBR-approved vendors.
The technology must capture production in real time, count and quantify fibre processing, detect unexpected stoppages and transmit data to the FBR’s Central Control Unit. It must also store production records and support data analysis for potential legal action.
The FBR issued the order under Section 40C(2) of the Sales Tax Act, 1990, and relevant provisions of the Sales Tax Rules, 2006.
Approved vendors must ensure their systems comply with the prescribed technical requirements. The previous monitoring order will remain in force.
