KARACHI: The Pakistan government has announced a major reform in the secondary education system by deciding to introduce two new educational streams, technical and agriculture, at the matriculation level across the country. The move aims to expand learning options for students and align education with practical skills and workforce needs, alongside the existing science, commerce and computer science groups.

To take this initiative forward, the Inter Board Coordination Commission has convened a high-level consultative meeting scheduled to be held in Islamabad on December 23. The meeting will bring together key stakeholders from education boards and relevant institutions to discuss the framework and implementation of the new subject groups.

According to the meeting agenda, participants will review the current subject groupings at the matric level and explore alternative academic pathways that allow students to transition smoothly into higher education. The discussions are expected to focus on how technical and agriculture streams can be structured to provide both academic depth and practical skills.

One of the key topics on the agenda is the eligibility criteria for admission to pre-medical and pre-engineering groups at the intermediate level. Authorities will deliberate on whether students from technical and agriculture backgrounds should be allowed to pursue medical and engineering studies, and under what conditions such transitions would be permitted.

The meeting will also examine the equivalence of alternative subjects offered at the matric level. This includes determining how subjects studied in technical and agriculture streams compare with traditional science subjects in terms of academic weight and recognition. Decisions regarding the equivalence of foreign educational qualifications will also be reviewed to ensure consistency and fairness in admissions.

In addition, participants will discuss broader issues related to general education and vocational training, with the aim of better integrating skill-based learning into the national education system. The eligibility of students completing matriculation in technical and agriculture streams for admission to medical and engineering institutions will be a major focus, as this could significantly reshape future career pathways for students.

Another important proposal to be discussed is the establishment of a national working group for educational reforms. This group would be tasked with reviewing existing policies and recommending long-term changes to modernize Pakistan’s education system and make it more responsive to economic and technological demands.

This development follows an earlier landmark decision by the IBCC on December 13, when it allowed students from the arts group at the matriculation level to register for pre-medical and pre-engineering groups. That decision was widely welcomed as a step toward inclusive and flexible education pathways.

Education experts believe the introduction of technical and agriculture streams at the matric level could help address skill shortages, reduce dropout rates, and provide students with more career-oriented choices at an early stage. If implemented effectively, the reform could play a key role in strengthening Pakistan’s human capital and supporting sustainable economic growth.
