Karachi: The Karachi Tax Bar Association (KTBA) held a high-level productive meeting with Chairman Federal Board of Revenue (FBR), Rashid Mehmood Langrial, at the FBR office to discuss key taxation and operational issues affecting taxpayers and practitioners.
The meeting was attended by senior FBR officials including Zubair Bilal, Member Inland Revenue (Operations), and Zain ul Abideen Sahi, Chief Revenue Domain Officer at PRAL. KTBA was represented by President Mehmood Bikiya, Vice President Saud ul Hassan, General Secretary Shams Mohiuddin, Joint Secretary Abdul Wahab, Librarian M. Tarique, along with former presidents Anwar Kashif Mumtaz and Khalid Mahmood.Discussions focused on taxpayer facilitation for resident and non-resident taxpayers.
On the top of agenda was time-bound processing of tax refunds. KTBA pointed out that compliant taxpayers have no visibility on income tax and sales tax refunds. Chairman FBR directed officials to formulate a time-bound procedure to expedite refunds.
On Section 7E, KTBA said many taxpayers who paid tax under 7E and filed revision applications for refunds are still pending. It urged implementation of instructions issued vide letter dated September 23, 2026, in letter and spirit. KTBA also stressed facilitation for foreign investment, saying procedural requirements should be streamlined and non-resident taxpayers should not face extra compliance not prescribed by law.T
he bar raised serious concerns on Sales Tax General Order No. 25/2026 regarding movement of goods. Under the order, registered persons must issue a Stock Transfer Note. KTBA said this is not workable in three scenarios: transfer under toll manufacturing, sales via delivery vans in FMCG sector, and placement of goods for display. FBR assured to examine the matter.
Other issues included early release of seized equipment and records under sales tax laws, avoiding coercive recovery for advance income tax without due process, and extension in deadline for filing returns due to IRIS portal glitches and bulk data upload issues.
Both sides reaffirmed commitment to sustained dialogue to improve tax administration and voluntary compliance.
